Introduction. In an era of increasing international cooperation, migration, and transnational legal interaction, law professionals must possess not only linguistic proficiency but also intercultural communicative competence (ICC). According to Byram, ICC enables individuals to interact effectively and appropriately across cultural contexts through the integration of linguistic, sociolinguistic, and intercultural awareness [1]. Legal language education has traditionally emphasized grammar, terminology, and translation accuracy, often neglecting the cultural and pragmatic dimensions of communication [2]. However,

contemporary legal practice—ranging from international arbitration to human rights advocacy—demands lawyers who can navigate cultural diversity with sensitivity and critical understanding [3]. This paper explores the main challenges and opportunities associated with implementing ICC-focused approaches in legal language teaching, drawing on both theoretical frameworks and practical experiences in higher education settings. Methods. This study adopts a qualitative descriptive approach, combining: • Document analysis of academic publications on ICC and legal pedagogy published between 2015 and 2024; • Review of institutional practices in legal English courses at selected universities; and • Observation-based insights from classroom activities and interviews with law students and instructors. Data were thematically analyzed to identify recurrent challenges and potential enablers in the process of integrating ICC into legal language curricula. This method allowed the exploration of pedagogical realities and perceptions surrounding intercultural competence in the context of legal education. Results. Implementing Intercultural Communicative Competence (ICC) in legal language education faces several interconnected challenges that hinder its effective integration into curricula. One major obstacle lies in traditional teaching paradigms, where legal education remains predominantly text-based and teacher-centered. Language instruction typically emphasizes legal terminology and translation skills rather than fostering intercultural engagement, which limits students’ ability to use language effectively in diverse professional contexts. Another challenge is the limited teacher training in ICC theory and pedagogy. Many instructors have little formal preparation or access to professional development programs that would enable them to design interactive, culturally grounded lessons. Furthermore, inadequate learning resources present a significant barrier, as few textbooks or digital tools address intercultural competence within legal frameworks, making it difficult to contextualize legal discourse across cultures. Additionally, assessment barriers remain, since evaluating ICC involves affective and reflective dimensions that cannot be easily measured through traditional exams focusing on linguistic precision. Finally, institutional resistance poses a structural challenge: rigid curricula, administrative constraints, and limited flexibility in course design often prevent the inclusion of interdisciplinary or experiential learning activities essential for fostering intercultural competence. Collectively, these challenges underscore the necessity for comprehensive reform in curriculum development, teacher education, resource design, and institutional policy to support ICC implementation in legal language education.

1 Globalization of the Cross-border legal practice creates strong demand for culturally Legal Profession competent lawyers, strengthening the relevance of ICC-focused instruction. 2 Technological Virtual simulations, online moot courts, and intercultural exchange Advancements platforms enable authentic cross-cultural communication experiences for students. 3 Interdisciplinary 1. Partnerships between language, law, and cultural studies departments Collaboration can enhance curriculum design and foster innovative pedagogical models. 4 Experiential and 2. Using case studies, role plays, and comparative law analysis Reflective Learning promotes deeper understanding of cultural perspectives in legal contexts. 5 Policy Alignment with3. International education frameworks increasingly emphasize global Global Standards competence, supporting ICC inclusion in legal training programs.

Discussion. The findings confirm that implementing ICC in legal language education is both a pedagogical necessity and an institutional challenge. Traditional legal instruction, with its emphasis on linguistic precision and rule-based analysis, does not adequately prepare students for intercultural encounters in professional practice. Incorporating ICC thus requires rethinking teaching philosophy—from transmission of knowledge to co-construction of meaning through cultural dialogue. Teacher professional development emerges as a critical factor. Without adequate preparation in intercultural pedagogy, even motivated instructors face difficulties embedding ICC meaningfully into their lessons. Universities must therefore invest in continuous training and provide access to updated teaching materials [4]. The use of technology-enhanced learning—such as collaborative online international learning (COIL) projects—offers new possibilities for students to engage with peers from different cultural and legal systems. These experiences can develop empathy, negotiation skills, and intercultural awareness, which are crucial for global legal practice. Moreover, assessment reform is essential. Traditional testing should be complemented by reflective journals, portfolios, and project-based evaluations that capture intercultural growth rather than rote learning outcomes [5]. Ultimately, the implementation of ICC-focused language teaching aligns with the broader mission of legal education—to cultivate professionals who are not only competent in law but also capable of ethical, empathetic, and culturally responsive communication [6]. Conclusion. Integrating intercultural communicative competence into legal language education presents both significant challenges and transformative opportunities. Institutional inertia, limited teacher preparation, and inadequate resources continue to impede progress. However, the growing globalization of legal practice, technological innovation, and interdisciplinary cooperation provide strong momentum for reform. To prepare law students for the realities of international communication and multicultural legal interaction, ICC should be viewed not as an optional skill, but as an integral component of professional legal competence.
