citizens [2]. In this case, it will be effective to cooperate with self-government bodies of citizens and mass media in this process in order to widely involve the population in public control and implement public control more effectively [3,4,5]. Material and methods Using the historical method in the article, historical form of public control information about old, analysis and synthesis in the article, comparative analysis methods of public control, the views of scientists are stated. Also, the method of forecasting using systematic, functional approaches Research results Scholars expressed different opinions about the role of public control in the system of state power. M. Kuryachaya considers the participation of residents in solving local problems as one of the forms of public control. [6, p. 42]. A.D. Kerimov says public control is one of the forms of citizens’ participation in management [7, p. 25]. Implementation of public control by self-governing bodies of citizens, in turn, in ensuring the priority of legal documents, in their full implementation in practice, and in increasing the legal culture of citizens, especially young people, various offenses are committed by them. It is of great importance in preventing corruption, improving the social protection of citizens, developing entrepreneurship, creating a healthy competitive environment, and, most importantly, in further improving the system of strengthening the prosperous lifestyle of citizens. [8]. The main parameters of public control are reflected in the legislation, which includes, first of all, the activities of civil society institutions and individual citizens. It is aimed at determining the compliance of the actions of state authorities and administrative bodies with the norms of legislation as well as correcting the detected illegal actions [9]. In this case, the corrective function of citizens’ self-governance bodies can be implemented by referring to competent state bodies or public opinion.
Article 16 of the newly revised Law of the Republic of Uzbekistan, “On Self-Governing Bodies of Citizens” stipulates “Implementation of public control by self-governing bodies of citizens.” Analysis of research results According to this Law, “Public control is carried out by self-government bodies of citizens in the following forms: • studying the state of implementation of laws and other legal documents in the relevant area; • applying to the state authorities to take appropriate measures; • sending requests on matters of social importance that are within the competence of state bodies. Public control can be carried out in other forms in accordance with the law. Public monitoring can be carried out in cooperation with the mass media, non-governmental organizations, and other organizations. State bodies are obliged to assist citizens’ self-governing bodies in the implementation of public control and take timely measures in accordance with the law regarding their appeals.” In order to increase the effectiveness of public control of self-governing bodies of citizens, the employees of this body have a deep knowledge of the legal norms established in the Law of the Republic of Uzbekistan “On Public Control” and the ability to apply them in practice, which ensures the achievement of the efficiency of the works organized in this regard [10]. As a civic institution, the neighborhood fulfills a number of important social functions, helps to strengthen social ties, and maintains the equality of social groups. It is worth noting that the legal documents regulating the activities of citizens’ self-government bodies not only ensure the continuity of the large-scale reforms implemented in the way of building a strong civil society from a strong state, but also serve to accelerate this process and deepen the reforms.

The implementation of public control by self-government bodies of citizens, in turn, ensures the priority of legal documents, their full implementation in practice, increases the legal culture of citizens, especially young people, and prevents them from committing various offenses. This improves the social protection of citizens, develops entrepreneurship, creates a healthy competitive environment, and, most importantly, further improves the system of strengthening the comfortable lifestyle of citizens. It is known that public control has historical roots in our country. For example, it has always been practiced in the form of neighborhood councils and elders’ councils. In particular, parents with the qualities of not being indifferent to their children’s upbringing, being alert, instill every family and the responsibility of children in the implementation of public control is defined by certain standards. Our elderly people say that since time immemorial, when a stranger came to a neighborhood, he was asked questions such as “Who are you?”, “Where are you from?”, “What kind of work are you doing in our neighborhood?” .
Conclusion Based on the above statement, it can be said that the cooperation of citizens with the mass media in conducting public control of self-governing bodies serves to make this control more effective. In order to carry out public control over the self-government bodies of citizens, it is proposed to create neighborhood control groups. In order for the neighborhood control group to adequately conduct community oversight, it is suggested that:
It should be stipulated in the legislation that neighborhood control shall carry out public control over the performance of tasks and functions assigned to state bodies and organizations and their officials, related to social and public interests; The neighborhood control group must have the following rights to perform its main tasks and functions: implementation of public control over the consideration of public interests and public opinion in adopted normative legal documents and decisions; implementation of public control over the activities of state bodies and organizations and their officials regarding the implementation of transactions, contracts, projects, and programs implemented within the framework of social partnership; neighborhood control group to cooperate with mass media and non-governmental, non-profit organizations in the implementation of their tasks; organization of seminars, roundtable discussions, and other events with non-governmental, non-profit organizations, mass media, and citizens to fulfill assigned tasks; members of the neighborhood control group should include reputable, socially active citizens with significant life experience in the neighborhood (except for officials of state bodies and organizations), as well as non-governmental, non-profit organizations and mass media.
